One of the updates with the most recent patch included improvements to the Network Smoothing option in your game options. Please read below and fix yo' shit!

3) Improve Network Smoothing We have made some improvements to the ”Network Smoothing” functionality that you can find in the OPTIONS>GAMEPLAY menu. The Network Smoothing slider governs a group of settings that aim to produce a tighter multiplayer experience based on your specific packet loss situation.

If you’ve been experimenting with the Network Smoothing slider earlier, it might now yield better results. If you haven’t tried it before, please explore this setting and set it to the lowest value you can without experiencing graphical glitches in the game. By setting it lower, you can get a tighter multiplayer experience, depending on your specific network situation.

From what I read, it modifies latency and interpolation.

So setting it at 0% makes things jittery, because what you see is what you get. People are jumping around because that is where they really currently are.

Setting it to 100% makes things smoother, because it tries to smooth out the jumps. This is bad because your enemy may not actually be where you see them on your game.

You don't want 0% smoothness, because then you might be shooting at thin air when the guy was there a second ago. I'd say in most games, 10-25% is a sweet spot. Try 25 and go down from there. Unless you are in a close quarters map, then you want to set it to 0%.
