Did you buy it on Steam before? The Punkbuster thing could be a new issue with GeForce drivers. I know @Radical_194 had this problem and was maybe able to fix it? I'd suspect new drivers are messing with Punkbuster which I believe was made in the late 18th century.

It happens because of the passive radar and zoom optics, basically the game thinks you are so gay for using that load-out that it expends too much data rolling it's eyes at you.
