I'm just going to issue a ban now so they can come and explain themselves... They have a prior history of this behavior and just never seem to learn after receiving temp bans.

I can't punish the player with the first clip because I don't know what you were doing before the start of the clip (no spawn screen visible). I can, however, punish based on the second clip as there was an unprovoked uncap kill against you while you had protection from our rule.
