Admins can't really do anything with a screenshot, they need video evidence. For all we know, they could just be really skilled players

The admins highly require video evidence of the accused of hacking. They can't go based on what someone says. If you capture video evidence of the players hacking, file a report on the BZ FORUMS complaint form with a link to the video that contains said evidence

I do not know if on your end it shows when a person joined a server. I didn't hit start in time to capture the spawn menu screen. Again for someone who is level 7 and obviously new to the server, just want them to read over the rules that they shouldn't shoot into uncap if not provoked
