Open Device Manager and find the "Display Adapters" section, your video card should be under that tab. If you right click and select "Properties" and then "Driver", there should be an option to "Roll Back Driver".

I'm not sure but the first thing I would try is rolling back your driver to a Legacy one and seeing if that works instead.

Did you buy it on Steam before? The Punkbuster thing could be a new issue with GeForce drivers. I know @Radical_194 had this problem and was maybe able to fix it? I'd suspect new drivers are messing with Punkbuster which I believe was made in the late 18th century.

It happens because of the passive radar and zoom optics, basically the game thinks you are so gay for using that load-out that it expends too much data rolling it's eyes at you.
