Attack uncap - more elucidation

Does this mean as soon as the red flag starts flashing or once the flag becomes white from neutralization?

Once the flags are not all blue anymore, so after they turn white and start to flash you should start to disengage.

Once at least one is red, you are no longer allowed to attack unless they shoot out.
