I have taken the time to have a conversation with SrOrgasmus about this report. During this conversation, I reminded him about the uncap rule and what constitutes as a fair kill against the enemy when in they're in the uncap. He even acknowledged that he was in the wrong in this scenario.
Because SrOrgasmus is a long time player of Banzore for nearly 5 years and has by far the cleanest record that I have seen (with only 1 prior !report in game for uncap killing, which may or may not be accurate), I believe that this was an honest mistake. He's been given a verbal warning this time, and is aware that a future report against him will in fact result in punishment being dealt in the form of punish points or bans as necessary.
No action will be taken at this time.

Just a note to SrOrgasmus, i dont wanna cause any unnecessary drama (is already full of it on discord and forum thats i avoid saying anything) im just doing my part, if i see someone breaking the rules i will report, doesnt matter who is. Please, dont take it personal.
