Describe the incident attacking uncap, as i go up the ramp i take out one dude on the left side (there a beacon there where beagle spawns) then as i back up he's spawned there behind me (he is also chatting at the same time in the ingame chat so its not like someone is engaging him from spawn) and you can see him take 2 shots in our uncap whit a sniper rifle

This is another dumb report... You can't even tell from the video if Beagle's kills were justified or not. For all we know, his kills were possibly fair. I'm not punishing just for him eyeing the uncap.

Because you wasted my time with yet another false report and your vendetta you clearly have against Beagle, I'm issuing you a punish point for the false reporting.

he's not eyeing but clearly shooting in uncap but ok its dumb, my vendetta has nothing to do whit me reporting him but ok whatever you say dude

Yes, believe it or not you are allowed to fire into the uncap assuming that the target you're firing upon is eligible to be shot (i.e. the enemy stepped out and returned or shot first). Nothing dumb about that at all.
