BZ Servers are known for their balance issues but these type of scenarios are easily fixed. Why is this allowed?

We balance based on population alone. Simply to prevent one team from having more players than the other and that its it. We don't balance based on anything else.
This game is 8 years old so rank is meaningless. I have seen plenty of 140's playing terribly and ending up near the bottom of the scoreboard. I'm even one of them when it's one of those days ( and it often can be 
) . However I have also seen plenty of lower-ranked people on the top of the scoreboard. Sometimes you get on a team that is just plain bad and no amount of effort on your part can solve that if the team is just unwilling or unable to work together correctly.
Judging by the closeness of those scores on the Russian team it's also possible that those people are in a squad together, and possibly are even friends. Do you think it's right to consistently split up squads of potential friends who enjoy playing together just to promote some system of "fairness" which might not even end up having the result you desire? I know I certainly don't.

It's on the veterans to balance. There is no other good way.
This is an 8 year old game. If you would like to play a game with skill-based matchmaking that is designed for casual players, I suggest playing one of the newer CoD's.
It is though because the attempts to "fix" this "problem" result in negatively-affecting players' experiences. What's the point in trying to play with some of your friends if you're just going to get swapped to the other team if it happens to be shit? As Fluff said, it's up to the veterans to switch teams to balance things when they get out of hand.
The other option is for the bad team to rise to the occasion aka git gud. I don't like getting stomped into the ground either but one of the best feelings while playing this game is working together to overcome a significant ticket deficit, or to shut down a dominating player. Try it sometime, you might find you'll like it a lot.
I'm not sure if you know what you're talking about or not but there are basic balancing commands available for BF4 EA servers available. You'd know that if you were familiar with the code, not trying to be demeaning just letting you know.

Takes like a week to get to 140.. it's nothing special on a 9 yr old game lmao.. surprised people still bitching about rank.. rank means absolutely nothing as people said, so many 140s are garb.. some like JL have no life and play this game 24/7 and cries when you kill him. Haha..

I'm rank 140, and I suck! If you like someone sitting in the back with a mortar or a bipod/flir I'm your player. Old(ish) age and waning eyesight/reflexes. You can't rely on rank as an indicator of any skill. That goes for life as well.

I used to play on european servers. They were decent once, but now, the autobalance is completely fucking cancer.
Trying to play with your friend? You happen to be good and get a lot of kills/score? Tough luck, now you're separated for eternity.
Get off your high horse and do something about the balance instead of complaining. You could even try to ask in chat if anyone want to !assist to help with the balance.
I play exclusively on banzore servers, and yes, some rounds are not fun. I've seen servers end rounds upon rounds upon rounds 800+ to 0. The only way to fix this and make it more balanced is for the community to start giving a shit and manually try to balance the teams.
Problem is that sometimes its one single squad of 3 - 5 people just singlehandedly winning rounds, especially on conquest large servers. At that point you can't balance the teams, if its 5 sweats and 59 blueberries on the server.
Starting to forcibly separate friends with a cancer autobalancer only does one thing, kill the server. Or at the very least make sure no good players play there, as you'll be autobalanced several times in one single round.
