Describe the incident He installed over the number of M15 landmines he could install.
As you can see in the video, he has installed more than four landmines. (4<6)
Even though he wasn't a recon, he took out the MAV and used it.
And he killed himself without using his own bombast.

At the start of your video, you see an engineer placing mines, next to the body of what looks like another engineer (which could explain the existing mines). After you blow them up, you see the engineer drive back further into spawn. In the meantime as you're looking away, Tochtliii spawns into uncap as a Recon and throws down C4. Furthermore being that they're a Recon, it's no surprise that they have a MAV as well.

If Tochtliii has the Spec-Ops field upgrade and is at level 2, they would indeed have access to six C4.
Additionally, the Anti-Tank kit field upgrade at level 1, would allow that engineer to hold up to six Mines as well.

Due to the quality of the video, I can't actually tell how many blue markers are there at the start but it looks plausible that it'd be within six mines/c4. Therefore, I don't think anyone is cheating here.
