You shot immediately twice.
If you fire out of uncap, the enemy is allowed to engage you.

I shot to reload for max ammo. it is semantics' but I did not shoot out.

As in rounds out just like every good chopper pilot does, shoots one into the ground then reloads to get full ammo this is firing out? Same with that LAV I was in, spawned fired two reloaded then moved toward exit of uncap.

If you fire or use equipment in uncap, you are not considered protected.
