The enemy holds B in that clip and that's one of the places they can spawn. When you first spawn there is usually a small period of time where you're immune to incoming fire, which is what appears to happen here when they die. The video doesn't appear to show any exploit or cheating, as such we'll need further proof if you want to make the accusation that they're cheating.
