Describe the incident Base camping, he killed me 3 times just out of base and other teammates. Our team was already losing badly, no need to camp base.

Well, that area is at the border of the playable area, but they weren't in your uncap. As you can see by the image below, the rock and the road surrounding it are part of the playable area. Everything shown in this video is allowed, thus no action will be taken against any player. It would be different if they were shown to be inside of your uncap area or attacking unprovoked, which is not the case here. Do you have any questions?

I'm not sure if he was shooting into base? Maybe read chat log, I thought I seen someone else complain too

Even if chat logs were present, we'd still need video evidence of it occuring before we could issue any punishments.
