Ted was flying around hacking and seems to be affiliated with propkiller. As soon as propkiller stole the heli he said in chat that he had heli so the hacker wouldn't kill him. Propkiller has ted on his friends list.

Unfortunately I wasn't able to get ted's nameplate in the video but if you check the server chat logs, other people were calling him out for teleporting too.

Looks like ted was banned on BA, Propkiller wont be back on our servers, thank you for the videos!
