That marks you as a target.

I only fired twice to get more ammo, it wasn't targeted towards anyone...I didn't target nor see the guy that sniped me until I rewatched the clip later...but I will take that into consideration in the future, thanks!

I understand the shooting to start the ammo regen but it does technically make you fair game according to our rules.
If he does it again this post helps to show a pattern.
