Regardless, you don’t know if he was changing his kit or class. Even if he wasn’t, this isn't considered teamgriefing.

Now if he were to stay out there for the entire round, that would be grounds for a rule violation. It seems like you’re grasping at straws here though, 10 seconds of out of bounds lol.
 
He kept spawning in, immediately flying out of bounds to wait for his buddy to spawn in. He even admitted to doing so and argued that it isn't considered griefing, even though you've made it clear that it is. I do admit that this footage isn't the best at showing that, but it's definitely what he was doing.
 
Don’t put words in my mouth, I never stated that spawning into a vehicle and flying away from the spawn location is considered team griefing on its own. If a player is waiting for a squadmate to spawn into a vehicle (that has comms) and doesn’t move away from the original spawn location, any team member would be able to spawn.

If a player spawns into a vehicle and takes it hostage, which would be described as taking it to somewhere on the map for extended periods of time and not utilizing it, then by all means please report away.

Do not waste our time with useless reports.
