Your video does not appear to show any indication of cheating. You were blatantly firing rockets in their direction which is a clear giveaway as to your location. Additionally, you were spotted when you stood up to throw a grenade. It's not impossible for them to drive around and see where you were laying prone. In the future, the best type of recording is one taken from spectator view so we can see how and where they are aiming.

That's not snapping, that's kill cam jitter and bad latency (the player in question is from a country across the world, so their ping is expected to be around 180-200ms on the server). It's an easy mistake to make, but I've checked their account and everything looks normal.
