I agree. No way the bone was not shattered, or the pic is BS. Your skin wouldn't stretch like that without affecting the bone.

Also, NO WAY the guy sat still with an arrow through his shit like that to take a photo.
 
His bone is probably fine. I'd be more worried about permanent nerve damage along with tendon's that aren't going to be repaired easily.
