K/D on empty servers

Is there a plugin to limit K/D on servers that are less than 33% full (or an arbritrary amount). Server (BZ3) was filling up, then.... BAM Seige, Helo whores now empty.... I left as well when the High Ping splash damage got to be to much.

I don't know if this is a good Idea, I have had high k/d on the empties as well.

BZ3 is the Vanilla maps, lots of low ranking non smurfs play there. WDYT?
 
can you elaborate on high ping splash damag Blur? I have clips from Thanatos killing me and the 320 exploded literally 10 meters away.... I am not understanding how this is happening from the high ping players.

What you see in YOUR game doesn't reflect the true trajectory of things. Very easy to notice, especially in vehicles, or people shooting frag shotguns. The projectile(s) on my screen is flying to fuck all nowhere while gunner/passenger is getting kills
