It is the anger graph (net graph). It shows you if the shot you just took missed, hit on your side, or hit client side. It can also show you if you or the server are having issues. It mostly serves to anger you as you realize that you totally made that shot.

I'm pretty sure that it's in gameplay, advanced options, scroll all the way down and it should be the last thing or one of the last things.
