na we do not allow that, i think that spot is under FF spots as well, also the railing is a invisible wall that you can shoot over but hard to shoot back at them. Glitch spot. They still have not fixed this, the only map that they have fixed as far as glitch spots is pearl market, they did grey out all the not allowed to go places on the map
