Rules on provocative uncap engagement?

You have clearly never used the commander app on an iPad and teamkilled half your team with a cruise missile while giggling your ass off on the toilet.
As someone who has watched two entire squads of my team decimated by our friendly commander's cruise missile, all I can say is that it is absolutely hilarious. Being angry at commander for cruising half the team is like being angry at a toddler for spilling their cheerios on the floor.
 
You can tell if they are firing an unsupressed weapon on the map. If they do, they appear for about a second, then disappear. It's different than a spot that lasts several seconds.

Now it comes down to the question, why?

Why is it so important for you to cruise missile the enemy uncap?

The commander can also see the FPV of any player on his team by clicking on them.

I think I got kicked once from a match because, despite warning the team I was sending a cruise missile, and telling them where I'd throw the missile, everyone still decided gathering where I aimed the missile. >_>

I thought they could only see the squad leaders? It's been a while since I played commander.
