Tighter Ping Restriction and Proper Tickrate

I have a compromise, instead of decreasing the ping limit can we just perma-ban the following high-ping players:

@Koshmenk	Encouraging over-population
@OKNewPlan	European/possible Russian
@zzpudimzz	South American, there are like a Brazilian of those guys on here already...
@TheNuts_OfRAMBO	Offensive name against our Lord and Saviour John Rambo
@FluffMuffin94	Scandinavian/possible Russian
@molibidenium	BZ Voldemort with Biden in his name
