Just in case you'd like change your TS3 settings so that you hear people's name's as they join the server/channel, you can change your settings to hear who specifically is joining and leaving.
The default text-to-speech settings are a little annoying, evidently, so there is a recommended sound pack to DL.
1) Download and install the Clear Text To Speech sound pack. Read the install instructions in the link. Very simple.
2) Restart your TS3.
3) Go to SETTINGS -> NOTIFICATIONS -> SOUND PACK set to CLEAR TEXT TO SPEECH
4) The green button next to your selection will apply it to all bookmarks.
5) Enable the sound pack by going to SELF -> SOUNDPACK -> CLEAR TEXT TO SPEECH
Now you should hear buddies' names instead of USER joining and leaving your channel.
