Why should we lift your ban? I have no intention of diverting your regular player population to my no-longer-existent BF4 server from like...2 years ago?

Global mutes are handled through BFAT, you'd have to join their discord and submit an appeal through them. BFadmintools.com

I went to the Discord and ChimeitekinaNeko mentioned that this is likely not a Global mute, but a manual server mute. I think that in previous threads it was mentioned that neonardo issued the mute directly, so can you ask him if he'd consider this appeal?
