And you are assuming it was intentional because apparently you are super special and people actively go out of their way to impinge on your experience! The video is plain as day. The guy was being dumb and trying to see if he could go ram the enemy with the mines on his ATV. You happened to drive by him as his mines exploded. He did not drive towards you or perform any kind of action or make any kind of statement that would suggest that he was trying to cause you or any other team mates harm.
That you chose to see his stupidity as a purposeful attack on you says a lot about your personality. You want to be a victim. You thrive on being attacked by others because you see it as an opportunity to gain a small bit of power and authority over them by reporting them. A small spark of joy erupts inside of you every time one of the admins punishes each person you report. You attempt to play this off as just you trying to "enforce the rules" but that's just an illusion, a smoke screen to conceal your true motivation : petty schadenfreude.
You're not even the only person here who does this. The same serial reporters who record and report the slightest little things - intentional or otherwise - do it for the same reasons. It's not about enforcing the rules, it's about the enjoyment they get from seeing others suffer their punishment.

I don't know if you can limit weapons and kits in BF4 like you could in BF2.
I used to play a sniper-only, no-vehicle server in BF2 and if you spawned in any other kit you were immediately bounced. Kept everyone honest.
